Home Energy Scotland can pay a grant of up to £7,500 towards a heat pump, and you can add an optional interest-free loan of £7,500. The grant is for a homeowner whose existing Scottish home is their only or main home. The heat pump runs all of the heating and hot water. Rural and island homes can get an extra £1,500 on the heating grant. Where the funding is used, the installer and the product are MCS certified. The same amounts apply to air, ground, and water source heat pumps, and to a heat network connection. The heat pump has to run all of your heating and hot water. The overview says rural households can claim up to £18,000 in grant funding across heating and energy efficiency. That combined figure includes more than the heat pump line. Energy efficiency grants are listed at up to 75% of the combined cost, with a maximum grant of £7,500, and the rest available as an optional interest-free loan. An advisor confirms whether an address qualifies for the rural uplift.
Eligibility and the offer
The scheme is funded by the Scottish Government. It is for an existing home you own and live in as your only or main home. Funding is first-come, first-served. It is reserved when the written offer is issued. You confirm that the installation waits for that offer. A heat pump application can be made before an EPC is in place. An EPC is required for energy efficiency improvements, and the measure has to be recommended on the certificate. The claim pack on the scheme page is an invoice, a post-install EPC, payment account details, and an MCS certificate for a renewable installation. A replacement heat pump is listed with an interest-free loan of up to £7,500.
MCS when the funding is used
For a clean heating or renewable system paid for by this scheme, Home Energy Scotland requires an MCS certified installer and an MCS certified product. Micro-hydro is the published exception. That is a condition of the funding. It is stated here as the scheme rule.
VAT and planning
0% VAT on a heat pump install at your home until 31 March 2027. From 1 April 2027 the rate is 5%.

You can usually fit one air source heat pump on a house, a building that contains flats, or a flat. You need to apply when it sticks out by more than 1 metre, in a World Heritage Site, or in the grounds of a listed building. In a conservation area it sits at ground floor on the back, and in the grounds it stays within 3 metres high. The unit meets MCS 020 planning standards or an equivalent. The same national rules cover flats. Solar on a flat follows the solar rules, and a heat pump follows the heat pump rules. In a conservation area, or in the grounds of a listed building, other changes to the outside of a flat need a planning application.

Loan terms on the scheme page
Where loan funding is included, Home Energy Scotland states an administrative fee of 1.5% of the loan value, up to a maximum of £150 for each application. Repayment periods are up to 5 years for a loan under £5,000, up to 10 years from £5,000 to £9,999, and up to 12 years above £10,000. Affordability and credit checks apply to the loan. Energy efficiency sits beside the heat pump on that page: grants up to 75% of the combined cost, maximum grant £7,500, with the remainder available as an optional interest-free loan. Solid wall, underfloor, flat roof, and room-in-roof insulation funded this way require a TrustMark installer. A heat pump remains the clean-heating line, with MCS certification of installer and product when the funding is used.
